Play in inclusive playgrounds, A universal right of children

14 Nov 2022 present, Afamour

UNICEF's Convention on the Rights of the Child and the UN Declaration of the Rights of the Child uphold that children should fully enjoy games and recreations

Exists, In addition, Regulations that guarantee safety and accessibility in playgrounds, such as Order TMA/851 of the Ministry of Urban Agenda and UNE-EN standards 1176 and UNE 170001

The installation of playgrounds in urban environments Complies with children's right to play, claimed by Afamour and contemplated in different international standards. The different activities that take place in these recreational spaces, that must be accessible and inclusive to the public, They favor cognitive learning and the development of psychomotor skills at an early age, regardless of the ability of each of the people.

The Children's right to play It is present in standards such as UNICEF Convention on the Rights of the Child (1989), The articles of which state that “All children with mental or physical disabilities have the right to enjoy a full life”, and the Declaration of the Rights of the Child promoted by the UN (1959). In the latter, It is included that “The child should fully enjoy games and recreations, which must be oriented towards the ends pursued by education”. Also, The principle continues 7 of this statement, “Public administrations shall endeavour to promote the enjoyment of this right”.

With this international regulatory framework and the subsequent approval of the Sustainable Development Goals -Exist five SDGs linked to the benefits of inclusive playgrounds (3, 4, 5, 10 and 11)-, Administrations are increasingly aware of the need to bet on play spaces for children that guarantee accessibility and inclusion, and end the barriers and segregation that could occur with some of the recreational elements installed in these public play areas. In Afamour they have known for a long time about these demands and have been pioneers in the projection of playgrounds with useful areas for all.

What rules specifically regulate accessibility in playgrounds?

Today, Administrations and manufacturers of playgrounds must comply A multitude of Legislation regarding technical regulations and legal regulations About the installation and maintenance of these play spaces. One of the laws of national application is the Order TMA/851, of 23 July 2021, by which the Ministry of Urban Agenda develops the technical document of basic conditions of accessibility and non-discrimination for access and use of urbanized public spaces.

This ministerial order regulates in its article 8 a series of Aspects to ensure accessibility in children's play sectors:

  • One in five elements will have universal accessibility criteria, must be in children's games of dynamic type or that generates movement when introduced inside.
  • The Access to children's play areas, as well as each element with universal accessibility criteria, and exercises from an accessible pedestrian route.
  • They will be introduced Chromatic and texture contrasts between game and exercise elements […] to promote the orientation and perception of users.
  • Along with the game elements that must have universal accessibility criteria, will be foreseen obstacle-free spaces where a circle of 1,50 meters in diameter at least.

Coexists with this order the UNE-EN standard 1176 What Regulates the safety of playgrounds and enter the Concept of 'easily accessible'’ with the following definition: “What Does not require a special skill to access the equipment and that users can move freely and quickly around the computer, No other consideration for the use of hands and feet”.

The standard should also be taken into account UNE 170001 of universal accessibility, with a first part that collects the DALCO criteria for facilitate accessibility to the environment:

  • Ambulation o Move from one site to another To access places and objects following circulation zones, Approximation spaces, Rest areas, Changes of plane and pavements with non-slip characteristics.
  • Apprehension o action of grasping, trap, turn, Manipulate or tap items thanks to Elements for the Location correctly signposted, design suitable for use by any user or Auxiliary staff when required.
  • Localization of places and objects through Elements for signalling, lighting, Pavement and auxiliary services.
  • Communication by means of Non-interactive media (Signs in paper form, audiovisual media, Illuminated signs, acoustic and tactile) and interactive (computer, optical reader or personnel competent in sign language).

This normative exhibition around playgrounds shows that Protections and recreational value are conditioned by safety standards. As an example, where a child goes up from 10 years in a wheelchair A one-year-old child must also walk up.

Precisely on this development of legislation, the president of Afamour, Look at Jimenez, details that “More and more local administrations are valuing children's areas as spaces that provide an important service to citizens and that they must be valid for everyone”, A fact that “is encouraging work on new regulations”. “This is the way forward”, Adds, “and each time accessibility will become more essential".

"If we can't put an end to our differences, Let's help make the world a good place for them."

Inclusive playgrounds, A play area for everyone

Afamour defends a design of these spaces with a global vision that guarantees accessibility to children with diverse physical and intellectual abilities

Inclusion, Accessibility, Learning and fun. These four values are essential when projecting, Develop and open to citizens a playground, as they defend from Afamour. The Spanish Association of Manufacturers of Urban Furniture and Playgrounds considers that These spaces must respond to the recreational needs of the youngest while allowing them to put their physical and intellectual skills into practice, regardless of the degree of capacity of each of them. Proof of this is the Recent campaign that they have promoted and that bears the title 'We all like to play'.

The commitment to accessibility, as explained by the president of Afamour, Look at Jimenez, must be done from “A global view”. In this sense, Jimenez argues that “No accessible item exists, but children's spaces must present different types of accessibility, each adapted to the different children and their needs”, so as not to segregate individuals. Applying this consideration in the design of an accessible playground, The space will count from a playful point of view with elements arranged for the interaction of a heterogeneous set.

In this sense, Inclusive play spaces go beyond accessibility needs and universal design solutions. In addition, aim to facilitate a variety of play experiences and challenges for all people to participate socially and fully in all activities. offered, your way, with a sense of being part of something. It's about encouraging An environment where coexistence and diversity are respected and valued.

This is reflected in the Guide '12 good practices. Recommendations for success in the creation of a children's play area', prepared by Afamour in collaboration with the Spanish Association of Public Parks and Gardens (Aepjp). A document that underlines that inclusion in these spaces will allow Users can enjoy the game and the area in the company of other children and families, without segregating anyone according to their abilities.

Criteria to ensure accessibility and universal design in playgrounds

Have A reference document around playgrounds allows urban furniture manufacturers and local administrations to ensure universal accessibility and design. In this sense, Afamour's guide of good practices establishes a series of recommendations to ensure game elements for everyone:

  • Offer multiple recreational activities at ground level and include some with dynamic movement. They have to allow the experimentation of sensations and constitute challenges that encourage them to develop their skills and excel.
  • Ensure that the main element of the leisure area have at least A way to access and enjoy together so that no child feels left out.
  • Choose elements that favor that children can play accompanied, safely and participating in the Excitement of enjoying together.
  • Include game elements designed so that develop physical skills, Social, Cognitive, emotional and creative.

To these recommendations of Afamour, A series of Principles for designing accessible play spaces:

  • Equitable use, where people with diverse abilities can participate without feeling segregated.
  • Flexibility of use to ensure that all children, depending on your capabilities and preferences, have the opportunity to experience different levels of difficulty.
  • Simple and intuitive to use, easy to understand, regardless of user experience, Language ability, and the level of knowledge and concentration at the time of the game.
  • Perceptible information that allows users to explore, interact and participate as effectively and independently as possible.
  • Fault tolerance, guaranteed by having the elements to minimize dangers and errors contemplated in the UNE-EN technical standard 1176.
  • Low physical exertion that allows its use efficiently, with elements that make it easier for users to participate minimizing unnecessary effort and fatigue.
  • Size and space for access and use in conditions of comfort, Security, equality and autonomy for all people, even those with motor skills, sensory or cognitive different.

Also, Different studies carried out in collaboration with entities of people with disabilities respond to what an inclusive playground should ensure:

  • The Accessibility outside and inside of the park.
  • Resources and Alternatives for access and use of existing elements so that everyone can participate and play according to their abilities.
  • Variety of sensory and playful experiences with physical benefits, Cognitive, emotional and social.

With the application of these principles and the professional experience of its associates, Afamour ensures accessibility of playgrounds, as well as the interrelation between children and their families in these spaces. A reality confirmed by the 'Analysis of user profile of playgrounds in Spain', carried out by the Technological Institute of children's products and leisure, and what shows that the 81% of parents with children of 0 to 3 years play with them in the park. The percentage is 66% for parents with children of 4 to 7 years, and the 44% for those of 8 years or more.

Ensuring accessibility in playgrounds is essential. They are spaces that have become places of learning, Fun and conviviality, that become part of the urban scene and transcend, sometimes, to the cultural field. “This new vision has to do with very broad concepts of citizenship and this is where inclusion comes in.”, reasons Miren Jimenez.

The variety of play experiences and challenges allows people to participate socially and fully in an environment favorable to coexistence and diversity

The regulations of playgrounds, key to ensuring the safety and accessibility of children

Children's play and recreation spaces must comply with a series of obligations, installation and maintenance, so that the little ones can enjoy, relate and develop safely.

To what regulations are the construction and maintenance of playgrounds subject?? What measures do you envisage to ensure the safety and accessibility of children?? Who is ultimately responsible for complying with these rules to avoid accidents??

Maybe, on more than one occasion, you have asked yourself these questions while enjoying the afternoon with your children, grandchildren or nephews in a playground. The reality is that there is a regulation in Europe, the UNE-EN series 1176, that regulates about the equipment of the play areas and surfaces.

This regulation, which covers different aspects related to the installation, inspection, maintenance and use of playgrounds, is intended for use by operators of the gaming areas as a support and guidance document. Based on this roadmap in terms of security and the experience and good work of the companies that make up Afamour, each and every one of them facilitates that children can enjoy an accessible space on a daily basis and also minimize the risk of accidents in children's play spaces.

What aspects does the UNE-EN regulation include? 1176?

The UNE-EN regulation 1176 on the equipment of play areas and surfaces covers in six parts the general safety requirements and test methods, as well as other additional requirements associated with:

  • Swings
  • Slides
  • Zip lines
  • Carousels
  • Rocker
  • Three-dimensional networks

In addition, incorporates a part seven that serves as a guide for the installation, inspection, maintenance and use of play areas.

In this last section, important aspects are regulated so that playgrounds are safe places. In this way, includes four essential actions for the implementation and operation of these children's spaces:

  • Installation
  • Inspection
  • Maintenance
  • Utilization

Also, the regulation includes in each of these areas of action a series of specific recommendations linked, among others, to the evaluation of the security measures or personnel in charge of each task.

How is compliance certified??

To demonstrate that the playground complies with the dictates of the UNE-EN-1176 regulation, it is necessary to have the certificate or report of independent and competent favorable inspection of the executed area. The inspection must be carried out in the same playground and the report issued before opening to the public, in the case of new area and, with minimum annual periodicity in the case of areas that have been installed for some time.

In this inspection, essential aspects for the safety of the children's play area shall be taken into account:

  • Adequacy of the impact buffer surface within each drop space
  • Adequate signage that, at least, prohibit access to pets, Bicycles…
  • The auxiliary elements of the area, like fencing, the bins, street lamps, sources and banks, must be free of dangerous protrusions or gaps that could generate entrapments
  • The elements must have the appropriate foundations to guarantee their stability and that they are not dangerous as such.
  • The game elements must be perfectly identified with their corresponding references and traceable with the product certificates issued by accredited Product Certification Body.
  • The elements must be correctly installed and assembled taking into account the instructions of each of the manufacturers of the same.

In addition, it is mandatory to have adequate signage of the playground with clear and understandable information, possible also with pictograms, and that it is located in the place of greatest visibility. The poster must include, at least, the following elements:

  • Recommended age group (It can be indicated in each element)
  • Phone number for possible conservation incidents
  • Emergency phone number for communication of possible accidents
  • Prohibition of entry of pets
  • Reference that the correct use of equipment is under the responsibility of adult parents and companions
  • Express indication of the need for surveillance for children in 0 to 3 years, in those areas where there are equipment for this age group
  • Name or identification and address of the area Name or identification and address of the playground or GPS coordinates

Also, there is specific legislation of City Councils and Autonomous Communities with complementary requirements for the areas and their signage.

How is accessibility ensured in playgrounds?

The above regulations do not include specific requirements regarding children's accessibility to children's play areas.. That's why, there is legislation that establishes basic non-discrimination conditions for access to and use of urbanized public spaces.

In Order TMA/851/2021, of the Ministry of Transport, Mobility and Urban Agenda, the following conditions are established in the gaming sectors:

  • At least one in five elements in each children's play sector will have universal accessibility criteria and will be dynamic in nature
  • If there is more than one element that has universal accessibility criteria, must be of different category
  • Access to each element must be guaranteed with universal accessibility criteria from a pedestrian itinerary

This Order also focuses on street furniture, banks, railings in case of unevenness or drinking water sources, whose tap must be located less than 70 centimeters high and free of obstacles and that it is necessary to be able to reach the area by accessible pedestrian itineraries that meet the rest of the requirements of Order TMA/851/2021. Specified, In addition, that in the case of computerized communication elements with a screen, visibility must be ensured for people seated at a height between 0,8 and 1,2 meters, lower than previously established.

AFAMOUR, guarantee of safety in playgrounds

The work of the 27 partner companies that make up Afamour is a guarantee of security, accessibility and inclusion, because they promote more than 1.000 inclusive play areas every year. In addition, facilitate games and physical activities to more than 5 millions of children.

In terms of security certifications of the installed areas, AFAMOUR companies add the 80% of the certifications issued in accordance with the UNE-EN-1176 regulation in public gambling areas of the country.

Also, and as a specific guarantee of safety and compliance with regulations in playgrounds, AFAMOUR associates install a total of 100.000 square meters of cushioning rubber floors.

“In AFAMOUR we are leaders in the manufacture of playgrounds. We know the regulations and guarantee the safety and accessibility of children”.

Playgrounds and children's right to play

Afamour reaffirms its commitment to excellence and innovation, taking a step forward in favor of inclusion as a criterion to be required in all gaming facilities. The objective is to achieve the integration of children of all ages and functional diversities, through accessible designs that respond to principles of universality and facilitate the development of sensory skills, Physical, cognitive and social.

How playgrounds guarantee the right to play

Playgrounds meet an essential objective for society: guarantee the right to play from a very early age. A universal right recognized in the Declaration of the Child (1959), that will only be guaranteed when it is planned thinking about the integration and inclusion of all of them, without the demographic background, cultural and developmental capacities mark limits to play and relationship in public space.

Promote the presence of playgrounds, as we defend from Afamour, is synonymous with creating real opportunities for children to develop sensory skills, Physical, cognitive and social.

Play is one of the most important free activities for children's development. The game itself contributes to the integral development of the individual from a very early age and this implies, intellectual enrichment, the stimulation of fantasy and creativity. For something in the game, in a very natural way, it is easy for new situations to appear that must be solved.

For all the above, the spaces have to be projected as cozy places, where children and their companions feel comfortable to enjoy the weather and other environmental and landscape stimuli, above all, in the case of playgrounds.

The design of playgrounds

The good design of a playground must meet different criteria of regulations and style, while intelligently solving multiple forms of gameplay, serving a wide age group, whose challenges must be diverse for the entire stage of maturation development. And yet, it will still be necessary to fulfill what has been a historical claim of an important part of the citizenry: ensure inclusion in parks.

Afamour Partners, thanks to its extensive experience and the quality assurance of the sector, They consider that accessibility must be considered at the same time that the project for a leisure area begins to be created. To do this, the essential elements to contemplate within the play area and the furniture are the following:

  • Sufficient dimensions to access the games with companions
  • Elimination of unevenness and accessibility of the terrain
  • Rubber floors
  • Incorporation of protection elements
  • Manipulation games with sensory experiences
  • Braille language integration
  • Games specific to different functional diversities
  • Fences with maximum height
  • Walking and recreation areas with different colors and textures
  • Spaces of relationship and coexistence for parents and companions
  • Informative signs

The presence of these elements in playgrounds, along with proper maintenance, will allow to guide and create spaces focused on the user and their needs and concerns for leisure and learning, without discrimination or social isolation.

Safety and use of sustainable materials

From Afamour we are clear that a playground is a safe area and it is our responsibility to provide an overall look that takes into account the product, at the same time as the space it occupies, its surroundings and the context in which it is located. In this sense, the Security is not a design-independent criterion, as well as the game or the installation and its subsequent maintenance.

With this objective, our partner companies are innovation-oriented and dedicate efforts to use of new technologies and the use of new materials, so that the design of all spaces for children's play is compatible with the regulations more demanding.

In addition, in Afamour we are committed to sustainability and respect for the environment. That's why, all our partners use sustainable materials in the design, manufacture and installation of playground. These 'eco-friendly' products have the following environmental benefits:

  • Reduce the carbon footprint
  • They don't pollute
  • Save energy
  • Biodegradable
  • Recyclable or made from recycled materials
  • Libes of toxic components

Other benefits of playgrounds

To the development of psychomotor and cognitive skills in the little ones, playgrounds add up other benefits such as the development of social and coexistence skills, as well as all aspects related to the affective dimension, that helps to compensate for children's stress and prevent situations of isolation, depression, anxiety and other pathologies that activate alerts at the level of mental and psychological health of children. Children playing, are training their cardiac and respiratory system, increasing their flexibility and enhancing the coordination of the different senses, while enhancing their communication and relationship skills and their integration into the community. Group play needs interaction, of negotiation and challenge and for this the group of equals is essential, much more when the experience is in the public space.

All these qualities are values intrinsic to parks, enabling Afamour partners to bring increasingly innovative design models and installations, functional and socially and environmentally friendly. The health of children is an indicator of the health of society at the present and future level and preserving the game is a responsibility of all: Manufacturers, institutions and families.

The right to play is an essential and universal right.

Play in childhood, fundamental element in the health of children

Playing is a necessary activity for all children, to have fun and also to boost their cognitive development, affective, as well as your physical health. By relating while playing, learn from others, acquire roles and strategies, and copy behaviors and attitudes, facing fears and helping them in their development and personal growth.

Spontaneous play, free and safe, promotes creativity by encouraging maturity. Through play, little ones begin to understand how things work, by simple observation and repetition, as well as to express themselves, since it is the medium in which they move best.

Through play, children communicate their feelings, Thoughts, or situations they are experiencing. A way to know the emotional and personal situation a child is in, is to see how he plays and how he relates to the rest of his teammates while doing it. In addition, is the most important activity to consolidate their social relations, as well as their intellectual capacity.

In this way, the game is focused as an integrative and global activity in which the functioning of the whole body is involved, it also acquires a very significant role, because the strategies it promotes help to improve learning processes.

The game provides skills that allow them to explore new realities, be in alert states, develop sensitivity to perceptions, problem-solving skills, strengthen decision-making and reaction skills. Playful proposals in the school environment stimulate and support a wide variety of cognitive skills, Social, communicative and even maturing.

The game must pose both physical and intellectual challenges to provoke in the little ones, desire to excel. A playground should encourage these actions, otherwise, the child will get bored and will stop fulfilling the function for which he was created.

Playing is essential for children's health, that's why, so from Afamour, we advocate for promoting playground infrastructures adapted to the needs of all users and their companions, providing them with all the security, accessibility and comfort, both in the design, as in the furniture, so that they can play with absolute freedom.

Children's playgrounds, places to create memories and life.
